In Animal Crossing: New Horizons, the Communicator Part is part of Gulliver's quest. When talked to, Gulliver will tell the player that his Communicator is broken and 5 of its parts washed up on the beach. They appear under the sand as small spots that spurt water, just as a Manila Clam does. Unearthing all five parts (with a Shovel) and returning them to Gulliver will allow him to return to sea.
