Axolotl (Ambystoma mexicanum) is a type of salamander which failed to go through complete metamorphosis off which Dr. Shrunk is based. They originate from Mexico as their name implies. Axolotls are Mole Salamander larvae which reached sexual maturity before becoming adults. They are popular pets in Japan which would explain this obscure and unusual creatures appearance in the games. Unfortunately, Axolotls are becoming critically endangered due to their habitats being overtaken by urbanisation.
