The Ornament Garland can be obtained from crafting, which requires 2× Red Ornament, 2× Blue Ornament, 2× Gold Ornament, and 5× Iron Nugget. The recipe for this item can be obtained from villagers or balloons from December 15 to January 6 in celebration of Festive Season. The item's color can be customized either by using 6 Customization Kits or by Cyrus at Harv's Island for  4,500 Bells.
