I specified that admins and above are responsible for closing nominations. Also changed the part about users removing other users' votes - it's generally a bad idea to let users remove each others' votes, since that can be abused and cause arguments, etc. It's best to just leave the decision of whether or not to include bad votes to the closing administrator. It is indeed a bad idea to let other users remove bad votes. However, I was thinking about voting to remove votes, but since only a handful of users can be active at a time, it may not be our best idea, so yeah, we should leave it to the administrator. The only thing that needs to be adjusted is that template (it says if it's +3, it passes, and if it's -3, it passes; successful featured article nominations should have no objections).
