Ordinances are features in Animal Crossing: New Leaf and Animal Crossing: New Horizons that allow the mayor or Resident Representative to change an aspect of the town or island. There are four ordinances: Beautiful Island, Early Bird, Night Owl, and Bell Boom.
List of ordinances
- Beautiful Island/Keep <Town> Beautiful – affects the environment of the town or island
- Early Bird – makes shops open and villagers wake up earlier
- Night Owl – makes shops close and villagers go to sleep later
- Bell Boom – affects the economy of the town or island, increasing both the buy and sell prices of items
Appearances
In New Leaf
In Animal Crossing: New Leaf, one of the four ordinances can be enacted at Town Hall for free; an ordinance can be cancelled for free or switched to another for 20,000 Bells. The ability to enact ordinances is acquired when the mayor receives the development permit.
Ordinance effects
Keep <Town> Beautiful
- Cockroaches do not appear in the player's house.
- Trash does not appear.
- Weeds appear less often.
- Flowers do not wilt.
Early Bird
- Re-Tail opens at 6 AM instead of 9 AM.
- Nookling Junction opens at 6 AM instead of 8 AM.
- T&T Mart opens at 6 AM instead of 7 AM.
- Super T&T opens at 6 AM instead of 9 AM.
- T.I.Y. opens at 6 AM instead of 10 AM.
- T&T Emporium opens at 6 AM instead of 9 AM.
- The Garden Shop opens at 7 AM instead of 9 AM.
- The Able Sisters opens at 7 AM instead of 10 AM.
- Kicks opens at 7 AM instead of 10 AM.
- Shampoodle opens at 7 AM instead of 10 AM.
- Nook's Homes opens at 7 AM instead of 10 AM.
- Club LOL opens at 10 AM instead of 12 PM.
- The Fortune Shop opens at 6 AM instead of 9 AM.
- Redd's Gallery opens at 7 AM instead of 10 AM.
- Lazy villagers wake up at 7:30 AM instead of 9 AM.
- Jock villagers wake up at 6 AM instead of 7 AM
- Cranky villagers wake up at 8 AM instead of 10 AM
- Smug villagers wake up at 7 AM instead of 8:30 AM.
- Normal villagers wake up at 5 AM instead of 6 AM.

- Items cost 20% more at stores.
- Items sell for 20% at Re-Tail; this does not include turnips.
- The list of daily premium items to sell at Re-Tail increases from one to two.
In New Horizons
Ordinances was added to Animal Crossing: New Horizons in the 2.0 Free Update. The Resident Representative can enact one by speaking to Isabelle at Resident Representative.
