I'm not sure why the game would be designed that way, I can only assume that perhaps seeing these types of villagers on Day 1 might surprise the player and that's why they are mysteriously excluded. Either way, I have never seen any of these villagers as starting characters. This would normally pose a problem, but thankfully City Folk NPC Tool exists, which allows seeing any of those interiors by editing a villager. Unfortunately, the NPC Tool does not change the house exterior to be the appropriate exterior, it just retains the exterior of the previous inhabitant, so it's not possible to know what exteriors are associated with these characters unless they move into someone's town organically. :I don't have an answer to how to get the exteriors, but I do know that the original game has similar restrictions on who can be a starting villager, a lot of which are similar to the ones you listed above (ostriches, kangaroos, octopuses, and anteaters as well as Kabuki, Stinky, Lucky, Ribbot, Velma, Rizzo, Coco, Genji, Snake, Tiara, and Woolio all can't be starting villagers). I'll try to find a complete list for CF, then I'll post it here. ::What's interesting is that in that list, I've seen Rizzo as a starting character. But Kabuki, Stinky, Lucky, Ribbot, Coco, Genji, and Snake not being starting characters matches up with CF (Velma, Tiara, and Woolio don't make an appearance in CF). Also in CF, ostriches can be starting characters. I wanted to make the assumption that anteaters can't be starting characters, but I've seen Antonio who is an anteater, so there shouldn't be a reason that I haven't encountered Anabelle, Cyrano, and Pango.
