Virtual Console is a feature on newer Nintendo consoles. Retro games from older consoles can be bought here. It is part of the Wii Shop Channel on the Wii, and the Nintendo eShop on the 3DS, Wii U and Nintendo Switch. However, only the Wii U Virtual Console contains any Animal Crossing titles.
