Party Popper

A Party Popper is a festive handheld item. The party popper, like the roman candle and the sparkler, is given to the player during special events, including New Year's Eve, by Tortimer and is given out at random. However, in Animal Crossing: New Leaf, it can be bought from the Nookling Stores in the month of December for 300 Bells. It is not the same as the sparkler or roman candle, as it shoots out confetti when activated and does not last as long, and neither does it come in different varieties of color. Also in Animal Crossing: New Leaf Isabelle hands out party poppers to the mayor and the villagers who come to the ceremony's for public works projects. She does not use one herself. Speaking of Isabelle, in Super smash Bros Ultimate, the party popper is her forward smash attack, even though she does not use one in New Leaf
