:I was wondering the same thing myself when I ran across this pair, but forgot to bring it up. I agree that they are essentially the same category; if there is a difference I don't know what it is. It seems like most of these images are in both categories, so I think it would be best when we did the text replace to just delete <code>Category:Icon Sprites</code> from the page rather than replace it with <code>Category:Game Sprites</code> to avoid assigning the same category twice. Absorb with Category:Game Sprites?
Unless if I'm missing anything, all media in this category use Template:Game sprite, which categorizes them into Category:Game Sprites. Is there some reason why this category should be kept?
