The straw fence can be obtained from crafting, which requires 10× clump of weeds and 3× wood. The recipe for this item can be obtained from Nook Stop for 1,000 Nook Miles.
In Happy Home Paradise, this item is unlocked for use in designing when doing the second villager's vacation house.
