Octavian is a crankyoctopusvillager in the Animal Crossing series who appears in all games to date. His name is a pun on his species and the given name "Octavian". His catchphrase also references his species, as octopuses have suckers on their tentacles; it may also reference his cranky personality.
In New Horizons, Octavian has the play hobby and can run around with his arms extended at any time, rather than only outside Resident Services during a scripted activity with a group of villagers.
Octavian is a light red octopus with a jet, which is normally associated with octopuses, relocated to mimic a mouth. He has a white patch in an "x" shape on the back of his head, made out of two bandages. Being an octopus, his mouth is puckered. He has two tentacle arms with suckers and six legs, adding up to be eight, as a real octopus would have. He has puffy, puckering cheeks with peachy pink marks and angry-looking, squinted eyes. His eyebrows are pointed down, giving him a very serious, profound expression.
Based on his star-patterned shirt and his moon-themed home interior, Octavian may be a reference to the octopus-like Martians from the sci-fi horror fiction, The War of the Worlds, which are commonly used to represent aliens in Japanese pop culture. His Pocket Camp description also alludes to his alien nature.

Octavian is a cranky villager. He may seem rude at first but will open up to the player eventually if they talk to him enough and be nice to him by doing favors he asks, etc. Sometimes, if the player is friends with him and the beach is in view, he will say that the sea brings back memories of his youthful days and his mother and father.

In Animal Crossing: Happy Home Designer, Octavian's client's vision and unlock items are a reference to the Splatoon series. His default house exterior uses a "paint-splatter" texture, which is covered in brightly-colored ink.
The squid chair represents the Inklings, who can transform into squids, while the octopus chair represents the Octolings, enemies in the first Splatoon game who can transform into octopuses. The manhole cover is likely a reference to Cap'n Cuttlefish's manhole, which sereves as the entrence to the Octo Valley story campaign. The DJ's turntable is likely a reference to DJ Octavio's turntable, while the samurai helmet is likely a reference to his black helmet adorned with a golden emblem. The superhero mask resembles the black marking around Inklings' eyes, and the steamroller is likely a reference to the rollers used by the Inklings. The other sea creature-related unlock items reference the general sea creature-themed species that exist within the Splatoon universe.
